While energy development remains a relevant issue for consumers, small businesses, and local economies, legislative and regulatory activity continues to focus on treated produced water (TPW). TPW has seen a notable increase in public engagement with communities advocating for their energy needs. On April 14, the Water Quality Control Commission held a meeting where commissioners heard the WATR Alliance petition regarding beneficial uses of TPW. CEA filed in support of the petition and engaged in thoughtful discussion surrounding the benefits of TPW. TPW would alleviate water demand issues, which is key for communities anticipating energy and infrastructure development growth.
During the process, CEAs Powering New Mexico’s Future (PNMF) campaign team was able to work with Rep. Rod Montoya (R-D1) and other key stakeholders to engage on this issue. After several hours of testimony and discussion, commissioners continued to actively discuss the matter and determined they would take up a vote at the following meeting. PNMF continues to remain in close contact with legislative aides, representatives, and senators from across the region regarding support for these issues to advocate for sensible energy policy.
Chaffee County's Electric-Preferred Policy Raises Affordability Concerns

CEA Southwest Executive Director Matthew Gonzales authored a guest opinion warning that Buena Vista’s proposed electric-preferred building code amendment could increase home prices, raise monthly heating costs, and limit fuel choice for consumers and homebuilders. The piece argues that Chaffee County should prioritize affordable and inclusive housing by letting families and builders choose the appliances and energy options that work best for them.

Produced Water Rulemaking Moves Forward
Produced water remained a key focus this month as the team developed and circulated a model local government resolution to support the WATR Alliance petition, conducted direct outreach to 13+ counties and multiple municipalities, and tracked the formal filing of a new petition with the Water Quality Control Commission, which initiates the produced water rulemaking process.
Transmission Expansion to Strengthen Grid Reliability
The team continued monitoring the SPS/Xcel Energy CCN filing before the Public Regulation Commission, which would expand transmission lines, improve interconnection, and help relieve grid constraints to make energy more reliable for consumers. PNMF also coordinated coalition presence at PRC community and commission meetings, with at least five prepared commenters per meeting offering supportive public comment.
